UPDATE 9-18-23:  NEW Training Requirements for Civilian Permit to Carry

Use the link below to read the Memorandum issued by the NJ Office of the Attorney General in regards to Permit to Carry Training Requirements.  Civilian Carry Assessment and Range Evaluation (CCARE) Protocol Memo

All certified firearms instructors in NJ shall now instruct on the CCARE protocol.
As for individuals who completed firearms training prior to July 1, 2023, and whose permit to carry does not expire until after December 22, 2023, they must requalify on the CCARE protocol or the HQC2-modified protocol issued on July 21, 2023. An individual who completed a course of fire prior to the issuance of the CCARE Protocol is deemed to have satisfied N.J.S.A. 2C:58-4(g)(2) if and only if the prior course included each of the following:

  •  A minimum of 50 scored rounds per participant.
  •  Minimum passage score of 80% using an FBI type Q target.
  •  At least 10 rounds must be from the 15, 10, 7, 5, and 3 yard lines each, or if fewer rounds were fired from those distances, the remaining rounds must have been fired from greater distances.
  •  The participant must demonstrate safe holstering and unholstering during the shooting course, which must include safely drawing the weapon from a secured holster before firing at each of the required distances and reholstering after completing the round.
  •  The participant must demonstrate proficient and safe reloading during the shooting course.

No substantially similar courses completed after the CCARE Protocol is issued will be accepted


Concealed Permit to Carry Procedure for Lower Twp. Applicants

EFFECTIVE 8-1-23 – THE PERMIT TO CARRY APPLICATION IS ONLINE

  1. Have all of your information ready before you begin. You will need the following:
  • A current NJ Firearms ID card, as you will need your SBI # from it. If you do NOT have a NJ Firearms ID card, you must complete this process first - APPLY HERE
  • You will be required to Upload a recent, clear color image of your face taken within the last six (6) months. The photograph should resemble the one displayed on your driver’s license or passport. However, DO NOT use the photographs from those identifications as your image. The uploaded photograph MUST be taken in civilian attire against a light background, without wearing a hat or glasses. You may upload a recent, clear selfie or headshot with no one else in the photo, provided that the image adheres to the above listed requirements. Applications submitted with a photograph that does not meet the requirements may be cancelled. Please note that there are no refunds for cancelled applications. Supported file types - JPG, JPEG, and PNG with maximum file size limit of 10MB.
  • A completed copy of your NJ Permit to Carry Safe Handling & Proficiency in the Use of Handguns Certification, along with a copy of the Instructor’s Certification, done within the past two (2) years
  • Personal Information - including your Social Security # and Driver's License #
  • ANY Prior addresses for the past 10 years
  • Contact Information for four (4) non-family related references
  • Information on handguns to be carried (Make, Model, Caliber & Serial #)
  • Online Payment of $68 ($50 Statutory Fee, $18 212A Background Check Fee) 
  1. Go to https://www.njportal.com/NJSP/ConcealedCarry/ to begin your application. Lower Township Police’s ORI number is NJ0050500. After entry, check to ensure it states “LOWER TWP PD” 
  1. Complete the online application with information requested in Step 1 above.
     
  2. Please review ALL information entered PRIOR to clicking the submit button. The application is applicant-driven; therefore, missing/incorrect information will slow the progress of your application. If errors are made, email correct info to wilson@lowertownshippolice.com to see if error can be corrected as not all can be corrected and application may need to be redone. 
     
  3. PAYMENT at the station (Monday – Friday, 8:00am – 4:00pm, excluding Holidays) will be required upon submission of your application, you will receive an email from the Department with payment instructions.  LTPD FEE: - $150 (cash, check or money order only) 

 


2C:58-4 - a. Scope of authority.  Any person who holds a valid permit to carry a handgun issued pursuant to this section shall be authorized to carry a handgun in all parts of this State, except as prohibited by subsection e. of N.J.S.2C:39-5.  One permit shall be sufficient for all handguns owned by the holder thereof, but the permit shall apply only to a handgun carried by the actual and legal holder of the permit.
